Weights and Measures Compliance for EV Charging
A guide for station owners and operators
If you're operating an EV charging station that bills by the kilowatt-hour, it's important to make sure you're in compliance with state and county Weights and Measures regulations. These rules exist to ensure transparency for drivers and fairness across the industry.
This guide will walk you through what’s required, how to stay compliant, and how EV Range supports you at every step.
Understanding CTEP
In California, the California Type Evaluation Program (CTEP) sets the standards for how EV charging stations must operate. If you're billing per kWh, compliance is not optional.
To meet CTEP requirements, your station must:
Use CTEP-certified hardware (all EV Range chargers are CTEP-Certified)
Be tested and sealed in the field by a Registered Service Agency (RSA)
Clearly display energy delivered and pricing to the driver
Maintain a current calibration certificate from an ISO/IEC 17025-accredited lab
These standards help protect your customers and your business.
Your Role as a Station Owner
If you own or operate a charging station that generates revenue, you are responsible for making sure it's compliant. But you don’t have to navigate that alone.
Here’s what you’ll need to take care of:
Schedule field verification with a Registered Service Agency (RSA)
Register the station with your local County Weights and Measures office at the time of installation or commissioning
Keep your documentation current, including your calibration certificate and RSA seal, and county permit (if required).
Most California counties require local registration once a station is installed. Check with your county’s Weights and Measures department for their specific process.
Annual inspections are also required. Each year, your station must be re-tested and sealed by an RSA, and your calibration certificate must be renewed to remain in compliance.
How EV Range Supports You
